As a key figure in the administration, he focused on efficiency, combating nepotism, and addressing corruption. His legacy includes pivotal roles in crucial legislation, such as the Land Holding Act of 1960, and his influence as a charismatic leader among millions of peasants. Charan Singh's simplicity, prolific writing, and commitment to public service remain integral aspects of his enduring legacy. He spent most of his time reading and writing and is the author of several books and pamphlets, including ‘Abolition of Zamindari’, ‘Co-operative Farming X-rayed’, ‘India’s Poverty and its Solution’, ‘Peasant Proprietorship or Land to the Workers and ‘Prevention of Division of Holdings Below a Certain Minimum.
